A new website for the second phase (2006-2009) of the Campaign

After all the developments in the world of International Institutions in recent years, especially in 2005 - when most of the "extraordinary" general meetings of such international institutions as the WTO, the BWIs and the UN did not live up to expectations-, and according to the Organising Committee assembled in Barcelona on 10 and 11 February, if this Campaign did not already exist, it would be absolutely essential to launch it. The Campaign therefore continues, and it is our aim to extend and increase its impact by taking current political realities into account (with substantial differences, at different levels, from 2002 and 2003, when it was designed and first launched) and by re-launching it with new political and working goals in a second phase covering the 2006-2009 period (benefiting from the knowledge and experience accumulated over the initial phase, from 2002 to 2005, particularly the know-how acquired from our growth and impact, at not only a conceptual and documentary level but also at a practical level).


Key political messages in the second phase of the Campaign

Four levels can be highlighted:

1: With regard to the major challenges facing humanity - both in the field of peace, security, human rights and justice, and that of sustainable human development, beginning with the immediate need to improve basic living conditions amongst most of the world's population-, we need, among many other things, but as an essential element, to change world policies as they stand at present. This requires, once more without doubt as an essential element, the In-depth Reform of the System of International Institutions; that is, to repeat the call "TO MAKE ANOTHER WORLD POSSIBLE: REFORM INTERNATIONAL INSTITUTIONS".

2: Continuing to insist on the need to reform the System in order to: a) render effective the central position of a strengthened, democratised UN and b) reform world financial, economic and trade organisations (IMF, WBG and WTO), bringing them under the umbrella of the UN. That is to say, reiterating, with even greater emphasis, the key points in the CAMPAIGN MANIFESTO, among others, meeting the need for mechanisms enabling the citizens and civil society organisations around the world to be directly represented and to participate in global decision-making processes. In short, the call for "WORLD DEMOCRATIC GOVERNANCE" to help solve the serious problems and huge challenges that face the world today.

3: Drawing up proposals concerning the reforms needed. In this regard, we shall continue encouraging and promoting open discussion -that is to say, not putting forward closed proposals, but fostering debate and exploring ideas in depth- as regards the document "PROPOSALS TO REFORM THE SYSTEM OF INTERNATIONAL INSTITUTIONS. FUTURE SCENARIOS" and, particularly the "LONDON DECLARATION", a more succinct version of this document.

4: Conceiving the second phase of the World Campaign as a "framework-campaign", with the goal of producing results in the medium term and comprising the above-mentioned levels by promoting concrete, specific campaigns (in some cases, with objectives that can be achieved in a relatively short time) or taking part in movements and campaigns of a similar or complementary nature.
