Mindful of Africa's poverty and the delays in the continent's development, the plight of its populations, and concerned about the futility of many regional development studies and programmes which have been undertaken since independence, the Heads of State of four African countries, took on the task of conceiving a new and innovative development strategy in 2001.
President Thabo Mbeki of South Africa, President Olusegun Abasanjo of Nigeria, and President Abdel Aziz Bouteflika of Algeria proposed the Millenium African Plan (MAP), while President Abdoulaye Wade of Senegal came up with the OMEGA Plan.
Both the MAP and the OMEGA Plan were merged into a unique programme: the New African Initiative (NAI), which later became known as the New Partnership for Africa's Development (NEPAD).

The main objective of NEPAD is to give impetus to the continent's development by bridging existing gaps between Africa and the developed world. This concept is at the heart of NEPAD. The question here is not just to secure financing for a broad range of projects.
